The Homeland CSAS is a project designed by CISTECH, a global technological solutions powerhouse in collaboration with Abia State government.
This solution has been designed to bridge the communication gap between local communities and formal security agencies by enabling real-time, ground-level reporting of security incidents and threats.
The platform will facilitate the rapid collection of diverse alert types (text, photos, videos, GPS) from community members, which are then routed through a central command and control center for verification, categorization, and swift dispatch to relevant security forces for immediate action.
Its ultimate goal is to enhance community safety and foster a more proactive approach to security management.
This collaboration was necessitated by the heightened security concerns across the country and this administration's commitment to securing it's citizens.

In December 2024, Governor Otti donated 20 brand-new Toyota Hilux trucks to various security agencies to boost their mobility and capacity for response across the state.
His administration launched a joint task force named Operation Crush, focused on violent crimes, supported by public town-hall consultations and close collaboration with local communities.
Security personnel (Abia Vigilante Services) have been posted to public schools in Umuahia, Aba, and beyond to protect students and school property. The government is also mapping and planning fencing of schools.
Building on former Governor Ikpeazu’s groundwork, a Security Fund has been formalized along with the roll-out of digital Residents' Cards featuring anti-forgery features. The scheme is tied to the state’s Social ID and aims to better track residents and finance security infrastructure.
The state now targets traditional rulers believed to be sheltering criminals. Security agencies have been empowered to carry out raids in areas with credible intelligence of harboring illicit elements, and any complicit rulers will face prosecution.
Abia is in discussions with the Nigerian Air Force to potentially establish a base in the state to enhance security coordination and surveillance capabilities.
In partnership with the First Lady’s office and Vision Spring Initiatives, Abia trained law enforcement on GBV response and set up a dedicated GBV response team, including a one-stop center and near-completion Sexual Assault Referral Center in Aba General Hospital.
